To unify and dynamize its communication, the Brittany Regional Council was looking for an integrated, flexible, easy-to-use information management platform. Having selected Jalios JCMS, it is now able to develop portals and collaborative spaces on demand for its 4,000 employees and to forge closer contact with citizens by proposing "Web 2.0" type services.

The Council initially opted for an open-source tool to manage information and intranet and Internet sites, but this proved to be incapable of evolving with their needs.
A decision was made in 2006 to find a new solution in order to better exploit all the Council's immaterial assets (information and knowledge) and to stimulate internal and external collaboration.
"At the time, the government had just transferred additional responsibilities to the Regions, including high-schools, public transport and the national heritage. This swelled the Council's staff from 400 to almost 4000! So this was clearly the right time to revamp our entire information system along with our intranet and the bretagne.fr website. It was also an opportunity to launch Web 2.0 services, including collaborative spaces," recalls Benoît Moraillon, deputy head of the Council's Information System Department.
"We wanted a professional tool, well packaged, modern, easy to implement and use, one that could be easily integrated in our global information system (REST services, directory, etc.). We also felt the need for a solution that would make users more autonomous in information creation and distribution processes."
After publishing an invitation to tender and appraising several proposals, the Council finally opted for JCMS, a modular, integrated ECM solution from Jalios.
"We were very impressed by its overall ergonomics, its ease of use and integration, and its cover functional which is quite simply enormous!"
