The USAR Support Unit employing 35 people is mandated by the National Research Agency (ANR) to manage proposals for scientific projects. The ANR Public Interest Group (GIP ANR) was created on 7th February 2005 to finance research projects. Its objective is to increase the number of projects throughout the entire scientific community, financed after competitive selection and evaluation by peers. To facilitate the scientific evaluation of potential projects a specific Internet portal has been developed. |

The solution
The USAR chose JCMS to create its Internet/intranet portal to which candidates can now connect to put their projects online in complete confidentiality.
The system has two accesses, one for project candidates who register to obtain a password and a personal space, the other reserved for the 9,000 scientific experts listed in the USAR database.
JCMS manages the content of the portal and provides confidential access for users.
The tool is now proving its efficiency, with 2,400 dossiers already filed online in 2006, compared to 2,186 in the whole of 2005. Since the USAR wanted to run a first campaign in 2005, it required very rapid implementation (just a few weeks) of the new portal.
